animation help... please lol!

i'm trying to make some gif animations, but can't figure out how to add effects onto them? u know, like twinkling stars and text that blinks?

pleeeaassseee can some1 post and tell me wat the secret is lol! :lol:

Well, I use a programme called 'Microsoft Picture It! Photo 2002' It's good stuff.
